Resolution: It is necessary to specify the <authoringRules> element for the Web site or the specific URL within the Web site. Please check the IIS WebDav Authoring Rules for more details.
The WebDAV extension should be installed and enabled on IIS. See Installing and Configuring WebDAV on IIS 7 and Later.
